Why Cargo Securement Ranks Among the Top OOS Violations Every Year

Load securement isn’t paperwork. It’s the difference between a coil of steel staying on your trailer and a coil of steel going through a minivan’s windshield. FMCSA and CVSA know it, which is why cargo securement lands in the top handful of out-of-service (OOS) categories every single year. During the annual International Roadcheck blitz, securement violations routinely account for thousands of trucks pulled off the road in a 72-hour window.

Here’s what stings: most securement violations are 100% preventable and cost you almost nothing to fix. But get tagged with one and you’re looking at CSA points in the Vehicle Maintenance and Cargo BASIC, a potential OOS order that kills your delivery, and a paper trail that follows your CSA score for two years. Let’s break down 49 CFR 393 Subpart I in language that actually makes sense, and then give you the checklist that keeps DOT off your back.

The Working Load Limit Math Drivers Botch Constantly

This is the number one place experienced drivers get burned, because the rule sounds simple until you do the arithmetic wrong.

Under 393.106, the aggregate working load limit (WLL) of all your tiedowns must be at least 50% of the weight of the cargo being secured. WLL is not breaking strength. It’s roughly one-third of a component’s rated breaking strength, and it’s stamped or tagged on the strap, chain, or binder. Use the lowest-rated component in each assembly.

How to Count Your Tiedowns Correctly

A tiedown attached to the trailer, running over or through the cargo, and attached again to the trailer on the other side counts as two tiedowns, but only if it’s rated the same at both ends and the cargo can’t shift. Example: You’re hauling 40,000 lbs of steel. You need 20,000 lbs of aggregate WLL. Minimum Tiedown Counts by Load Length and Weight

Separate from the WLL rule, 393.110 sets minimum numbers of tiedowns based on article length and weight, whichever requires more:

By length and weight:

  • Article 5 ft or less and 1,100 lbs or less: 1 tiedown
  • 5 ft or less but more than 1,100 lbs: 2 tiedowns
  • Longer than 5 ft up to 10 ft, regardless of weight: 2 tiedowns
  • Longer than 10 ft: 2 tiedowns for the first 10 ft, plus 1 more for every additional 10 ft or fraction thereof

So a 23-ft piece of lumber needs a minimum of four tiedowns (two for the first 10 ft, one for the next 10, one for the remaining 3). That’s the floor — the WLL rule can push you higher.

Commodity-Specific Rules That Trip Up Flatbedders

Metal Coils (393.120)

Coils have their own commodity-specific rules and inspectors love them because drivers get lazy. A coil with the eye crosswise needs tiedowns through the eye and around the coil, plus tiedowns restraining lengthwise movement. Coils with the eye lengthwise or vertical each have their own diagram-driven requirements. Timbers, chocks, or a cradle are mandatory to stop rolling. If your coil isn’t blocked against rolling and forward shift, you’re OOS — no argument.

Lumber and Building Products (393.116)

Bundled lumber must be secured in tiers, and unitized loads (banded bundles) get treated differently than loose stacks. The key failure point is side-to-side containment on tall loads — you need enough tiedowns and often stakes or a headache rack. Loose loads stacked more than one tier high must be immobilized so the top tiers can’t slide.

Machinery and Heavy Equipment (393.130)

Vehicles and equipment over 10,000 lbs need a minimum of four direct tiedowns, each rated to restrain the load, with attachment points at the front and rear. Accessory parts like booms, blades, and buckets must be lowered and secured separately. Chains and grade-70 binders are standard here; a frayed strap won’t cut it under a 30,000-lb excavator.
